Proposed Maintenance Requirement for Youth Mobility Scheme

In November 2008 the British Government will introduce Tier 5 of their points based immigration scheme. Tier 5 will see the introduction of a Youth Mobility Scheme (YMS) which will replace categories of existing UK visa options including the current Working Holiday Maker (WHM) scheme. 

Under the proposed YMS applicants will need to meet 50 points with points awarded for age, being a national of a participating country (including Australia, New Zealand, Canada and Japan), and meeting the Maintenance Requirement* *Proposed Maintenance Requirement: Under the Tier 5 Youth Mobility Scheme, it is highly likely that once implemented in November 2008, applicants will be required to demonstrate that they have held sufficient funds in savings to support themselves in the UK. To do so, they must provide specified documentation demonstrating that a sum of at least £1,600 - or the equivalent thereof - has been held and maintained, as personal savings in a bank account over the three (3) month period immediately preceding their application. The bank account must not have dropped below this figure at any time in the 3 months preceding an application

Major proposed differences between YMS and the current WHM: The main difference between the proposed YMS and the current WHM is that applicants will be able to undertake employment in the UK for as much of their stay as they wish, rather than the current employment restriction of 12 months. Although these are only proposed changes and are subject to alteration any time prior to introduction in November 2008, 1st Contact recommends that you prepare yourself for the possibility of these changes.

In preparation you should ensure that you hold sufficient funds in your account going forwards. If you will not meet this requirement and you intend to travel to the UK prior to December, then it is essential that we submit your application for a working holiday maker visa under the current legislation now. Similarly, it is unlikely that the YMS will be available to South Africans, so it is essential an application is submitted as soon as possible.

when will the participating countries (deemed sponsors) list be announced? are commanwealth countries still remain in the scheme just like WHM?

Hi Adele,

The Tier 5 YMS goes live on 27/11/2008. As this is a new visa scheme, we are unsure as to what the processing times will be. We would hope that these visas could be approved prior to your departure.

We are hoping that the list of participating countries would be released soon. I'm afraid it will not be available to all Commonwealth nations.

hey i just started full time work in london in october, on the working holiday makers visa (12 months work, 2 year stay..ie impossible!!) can certain holders of the WHM visa extend their visa to work two years full time???

Unfortunately there are no exceptions to the 12 month employment restriction on the working holiday visa.

Important News:

In order to qualify for entry clearance under Tier 5 (Youth Mobility Scheme) applicants must show that they have enough money to support themselves.

The funds requirement for YMS is £1600 for which 10 points will be awarded. This amount must be held in the applicant’s personal bank account on the date of the application for entry clearance. (NB The adequacy of the funds held will be judged against the exchange rate at the date of application, so applicants will need to have sufficient funds in their accounts to ensure that the maintenance requirement will be met despite changes in the exchange rate).

The countries participating in the YMS have been announced as follows:

Australia
Canada
Japan
New Zealand

Should other countries be added, we will update this list.

It does not appear that you require the balance in your bank account for 3 months prior to application - just upon the date of application - see www.ukba.homeoffice.gov.uk/.../...ityguidance.pdf.

Are Japanese natives who have had a Youth Exchange Scheme Visa or Working Holiday Visa able to apply for the YMS?

Hi Jase,

Unfortunately, no. If you have participated in one of those schemes previously, you cannot obtain a Tier 5 Youth Mobility Scheme visa.

which government ministry should sponsor the applicant,s in Ghana for example.

Unfortunately Ghana are not one of the participating countries in the Tier 5 Youth Mobility Scheme, so you are not eligible to apply, sorry.

Hi Nikki,

The funds requirement for YMS is £1600 for which 10 points will be awarded. This amount must be held in the applicant’s personal bank account on the date of the application for entry clearance. There is no need for you to have held this for the 3 month period mentioned as a proposed requirement.

Once you receive the YMS Visa, is there a time period in which you must enter the UK to activate it?

Hi Phil,

Thank you for your enquiry.

On receipt of your YMS visa, you should enter the UK within 3 months of it's valid from date.

Remember, anytime lost due to not entering the UK on or around the start date of your Tier 5 YMS visa will not be 'added on' or 'extended'.
