Introduction
Australia is experiencing unprecedented industrial and commercial growth, fuelled by its booming mining and constructions industries, amongst others. Unfortunately for Australia, its economic growth outstrips the growth of its population, especially with the increased need for skilled workers. To address this problem, Australia relies heavily on migrant workers to address the skills shortage, to the point where the annual net growth of the Australian population is now more than half accounted for by migrants born outside of Australia.
Coupled with its need for migrants, Australia has wisely put criteria in place that must be met in order for a migrant to enter Australia. This is as much to ensure the required skills are brought in, as it is to ensure Australia remains culturally cohesive, without threatening the lifestyle of Australian citizens.
The Department of Immigration and Citizenship (DIAC) has the responsibility of processing every visa application to Australia, to ensure that each new migrant to Australia can be reasonably expected to make a positive contribution to Australian society. Visa applications are therefore complex and often drawn out procedures.
In addition to supplying Australia with skilled migrants, DIAC must also ensure that all other entrants to Australia are able to make a positive contribution. Where applicants for residence are partners or family members of Australian citizens, or have previously lived in Australia or intend to invest in the Australian economy, DIAC must ensure that the applicant meets the standard requirements and can be expected to settle successfully.
